On November 15, 1988, the Palestine National Council (PNC)—the legislative body of the Palestine Liberation Organization (PLO)—met in Algiers, Algeria and issued a unilateral declaration of independence for the State of Palestine.

The declaration, read aloud by PLO Chairman Yasser Arafat, asserted Palestinian sovereignty over the West Bank, Gaza Strip, and East Jerusalem. Though it did not immediately change control on the ground, it marked a symbolic shift in the Palestinian struggle from armed resistance to diplomacy and international recognition.

More than 80 countries recognized Palestine shortly after the declaration. It also laid the groundwork for Arafat’s later appearance before the United Nations General Assembly, where the PLO was recognized as the legitimate representative of the Palestinian people.

The 1988 declaration of independence was a turning point in the modern history of the Middle East. It marked the first time the Palestinian leadership publicly endorsed a two-state solution, implicitly recognizing the State of Israel, a dramatic shift after decades of open conflict.

This event also cemented Palestine’s identity on the international stage, setting the foundation for future negotiations, such as the Oslo Accords (1993) and various UN resolutions. The struggle for statehood, borders, security, refugees, and recognition remains unresolved, but the 1988 moment signaled a shift from insurgency to diplomacy.
